Recruitment Workflow
1. Manpower Demand Submission
- Receive an official manpower demand letter from the foreign employer.
- Confirm and verify all details: job titles, number of workers, required qualifications, salary, benefits, contract duration, and any other specific conditions.
2. Company Registration in Nepal Embassy Portal
- Register the foreign company in the Nepal Embassy's online portal of the concerned country.
3. Document Attestation
- Attest the following five documents from the Chamber of Commerce or the Ministry of Foreign Affairs of the concerned country:
- Demand Letter
- Power of Attorney
- Employment Contract
- Guarantee Letter
- Agency Agreement
- Note: The attestation process varies from country to country.
4. Upload Attested Documents
- Upload the following five attested documents to the Nepal Embassy online portal:
- Demand Letter
- Power of Attorney
- Employment Contract
- Guarantee Letter
- Agency Agreement
5. Government Approval and Licensing
- Pay all required government fees.
- The Nepal Embassy verifies and forwards the attested documents to the Department of Foreign Employment (DoFE) through the FEIMS online system.
- Await Pre-Approval from DoFE.
6. Job Advertisement and Candidate Mobilization
- Advertise job vacancies through:
- Local newspapers
- Official websites (including DoFE portal)
- Collect applications with necessary documents:
- Application form
- Educational and experience certificates
- Passport copies
- Passport-size photographs
7. Preliminary Screening
- Verify candidate eligibility:
- Age
- Educational qualifications
- Work experience
- Health status
- Police clearance or criminal background
- Conduct initial interviews or assessments.
- Shortlist qualified candidates.
8. Final Interview by Employer
- Coordinate final interviews of shortlisted candidates with the foreign employer or their authorized representative (either in person or virtually).
9. Skill Assessment and Training (if required)
- Conduct job-specific skill tests for technical or skilled roles.
- Arrange vocational or language training based on employer or destination country requirements.
- Issue training certificates upon successful completion.
10. Employment Contract Signing
- Draft employment contracts in both Nepali and the destination country’s language.
- Clearly state:
- Salary and benefits
- Working hours and holidays
- Roles and responsibilities
- Repatriation, dispute resolution, and termination clauses
- Ensure candidates fully understand and voluntarily sign the contract.
- Provide signed copies to candidates and retain agency records.
11. Medical Examination
- Refer selected candidates to authorized medical centers for full health check-ups.
- Required tests may include:
- HIV/AIDS
- Hepatitis B/C
- Tuberculosis
12. Visa Processing
- Submit visa applications to the respective embassy or via e-Visa systems, as applicable.
- Inform candidates about visa timelines, requirements, and fees.
13. Final Approval from DoFE
- Submit all final documentation to DoFE for final approval:
- Signed contract
- Medical report
- Visa copy
- Orientation certificate
- Social security fund (SSF)
- Welfare fund
- Obtain Final Approval Letter from DoFE.
14. Pre-Departure Orientation
- Conduct government-approved orientation for all selected candidates.
- Topics include:
- Legal rights and labor laws of the destination country
- Cultural norms and work environment
- Health and safety standards
- Financial literacy and remittance channels
- Emergency contacts and embassy support services
15. Deployment and Reporting
- Ensure candidates depart on schedule with:
- Passport and visa
- Air ticket
- Employment contract
- Emergency contact info
- Confirm candidate arrival with the employer.
